Justin is a results-oriented professional with broad-ranging experience in the communications and public involvement fields. Justin’s skill set includes honed ability in the areas of public involvement and outreach; online and electronic communications; strategic campaigns and messaging; public relations; and media relations. During his career he has worked in varying levels of government, and he specializes in public involvement and outreach relating to government and civic engineering projects, with a particular emphasis in transportation. He also served as Assistant Deputy for Communications to former Utah Gov. Olene Walker, gaining a big-picture communications perspective for application at a grass-roots level with specific projects and diverse stakeholder groups.

 
 

PUBLIC INVOLVEMENT/OUTREACH EXPERIENCE
 
200 North Railroad Overpass: Kaysville, Utah (Current). This fast-track, federally-funded project for the City of Kaysville has required a well-managed public involvement effort for all three phases of. The project involves property acquisition, a design advisory team, and intensive project team coordination.
 
Lindon Heritage Trail: Lindon, Utah (Current). This project is a multi-year, city-wide vision to connect two existing mixed-use trails on opposing borders of Lindon City with a through-city trail. While much of the trail will be constructed in existing city right-of-way, intensive stakeholder outreach is necessary to inform the public at large of the proposed trail and involve those stakeholders involved in possible right of way acquisitions in the process of determining a suitable alignment through private land.
 
2000 West Environmental Study: Clinton, Utah (Current). This Clinton City study proposes a widened roadway through a particularly high-traffic city route. The project has involved heavy coordination with the Utah Department of Transportation, which has an Environmental Impact Statement planned for a larger area that encompasses Clinton City’s study area.
 
Redwood Road Beautification and Access Management Project: Taylorsville, Utah (2005-2006). This project, designed and delivered to Taylorsville City on an accelerated schedule, was completed in 2006. The city heavily emphasized a public involvement component through the design phase and continued that focus during construction. Justin managed the public information/outreach effort in close coordination with the construction contractor, holding bi-weekly construction update meetings for stakeholders, maintaining 24-hour availability and managing several public information tools such as weekly flyers, weekly email updates and a project Web site.
 
Short Dugway Roadway Improvement: Logan, Utah (2005). Central to the public involvement effort of this high-profile Logan City project has been the identification of public sentiment regarding two specific design elements of the final project plans.
 
Droubay Road Environmental Study: Tooele, Utah (2005). This Categorical Exclusion Level III environmental study involved one-on-one stakeholder meetings with residents immediately adjacent to the project and the preparation and execution of a federally-requested public hearing.
 
Mountain View Corridor EIS: Salt Lake and Utah Counties, Utah (2004-2005). As the Utah Department of Transportation Public Involvement Coordinator on this large-scale Environmental Impact Statement, Justin served on the project’s public involvement team, attending monthly coordination meetings and providing input from UDOT’s perspective.
 
State Route 36 Reconstruction: Tooele, Utah (2004-2005). Central to this construction project was the management of a consultant public information manager for the Utah Department of Transportation. The project presented heavy impacts to traffic, and UDOT and the consultant managed outreach and information strategies, facilitated a community coordination team, and directed public involvement activities at the weekly project meetings.
 
State Route 201 Design-Build Highway Reconstruction: Salt Lake County, Utah (2004-2005). To facilitate quality public involvement on this high-impact reconstruction project, Smart worked with a third-party public involvement team made up of an engineering firm’s public involvement group and a construction contractor’s public information representative. He oversaw the dissemination of press releases, Web site content, email updates and public notices. He further managed the planning and execution of monthly community coordinating council meetings and other stakeholder outreach meetings.
 
 

ELECTRONIC/ONLINE COMMUNICATION
 
Electronic Delivery of Project Information Quality Improvement Team: Utah Department of Transportation (2005). In an effort to deliver better information to the public in a more timely manner, Justin initiated and co-chaired a department-wide quality improvement team whose goal was to re-design and restructure the method of production, approval and delivery of transportation project information via email and the Web for the Utah Department of Transportation.
 
Department Web Site Redesign Project: Utah Department of Transportation (2003). As a project manager, Justin oversaw the activities of an outside interactive consulting agency and internal project teams to accomplish the redesign and redeployment of the Utah Department of Transportation’s official Web site, restructuring internal IT resources and content development/publishing policies and procedures in the process. The finished product garnered a Best of State award in the Web site category in 2004.
 

Online Campus News Journal, UtahState Today: Utah State University (2002-2003). Justin served as editor of Utah State Today, Utah State University’s then daily campus online news journal. He managed the day-to-day content production, review and publishing for this widely distributed campus news/outreach medium.

 
 

STRATEGIC COMMUNICATION/PUBLIC AND MEDIA RELATIONS
 
Gov. Olene Walker’s Initiatives, The Walker Work Plan: State of Utah (2003-2004). Working in tandem with Gov. Olene Walker’s deputy for communications, Justin promoted and furthered the governor’s priority initiatives under the Walker Work Plan. Justin drafted press releases, speaking points and speeches, and other print materials for use in public outreach/information efforts relating to the plan. Further, Justin developed branding graphics for the Walker Work Plan and managed the governor’s official Web site whereon this plan was a central component. In addition, Justin served as a secondary media contact for daily matters and at all media events, as well as serving as the primary contact in the absence of the deputy for communications.
 
University-Wide Media Relations Plan: Utah State University (2002-2003). Justin designed and initiated implementation of a university-wide media relations campaign designed to increase awareness of Utah State University’s core disciplines at the local, state and national levels.
