Project Overview
Since 2012, J-U-B has partnered with the Bostwick Park Water Conservancy District in Colorado to lead a comprehensive water resource improvement program. Our role included long-term strategic planning, grant writing, and project management to enhance the District’s water delivery, sustainability, and infrastructure. Over more than a decade, we helped the District secure over $37 million in grant funding to implement a diverse portfolio of projects totaling more than $41 million in construction value.
Challenges
The District faced aging infrastructure, rising maintenance costs, and growing pressure to improve water efficiency and environmental stewardship. Identifying and prioritizing needs while navigating a complex and competitive funding landscape added additional challenges to achieving the District’s long-term goals.
How We Addressed the Issues
J-U-B worked closely with the District to develop a multi-phase approach. We first created comprehensive water resource plans to guide future investments. We then secured funding by successfully writing over 15 grant applications across six programs and three different agencies. With funding in place, we managed implementation of a wide range of projects tailored to the District’s evolving needs.
Results
The result was the successful delivery of more than $41 million in projects, including new hydroelectric and solar installations, SCADA upgrades, pipeline improvements, canal lining, flood mitigation work, salinity reduction efforts, and public fish and wildlife habitat enhancements. Each project improved efficiency, reliability, and resilience within the water system.
Benefits
The program strengthened the District’s ability to deliver water effectively while protecting local ecosystems and supporting renewable energy goals. With diversified funding and upgraded infrastructure, the District is better equipped to serve its community for decades to come.
Uniqueness
This project stands out for its longevity, scale, and diversity of funding sources and improvements. J-U-B’s ability to coordinate dozens of projects and funding cycles over more than a decade reflects a deep partnership and a shared vision for sustainable water management in western Colorado.
