East Layton Pipeline Replacement – Weber Basin Water Conservancy

In late 2019, Weber Basin Water Conservancy District (WBWCD) installed a slip line on one of its primary culinary water lines in east Layton. The line included a 27-inch and 30-inch concrete pipe sections built in 1955. In 2015, WBWCD installed an alternate 36-inch culinary line adjacent to the old line to address leaking pipes and to reduce maintenance costs of the aging line. The new line has been in use since that time. The project was needed to rehabilitate the old line and provide a redundant water supply if the new line needs repairs or to be shut down for any reason. It also helped meet current and future water demands in the WBWCD service area.

The Langdon Group (TLG) was a major support to WBWCD and the Contractor, Whitaker Construction, during the replacement of this large culinary water line. TLG completed easement acquisition efforts prior to construction on this East Layton Pipeline rehabilitation project that spanned across various neighborhoods and reservoirs. They led a public involvement campaign before the project started and maintained interaction with property owners to negotiate and draft agreements that include temporary easement and improvements before the construction took place. These efforts ensured that the project moved forward on schedule and property owners are informed. Through the project, TLG also was main contact for public outreach and first responder to a hotline where people call with any questions or concerns. TLG had emails going out to stakeholders with weekly updates and responded to stakeholders within a timely manner. TLG, in coordination with the internal landscape architects created and coordinated all landscape restoration which affected property owners significantly.
