Overview

J-U-B/DEC serves as the On-Call Engineer for Rye Patch Dam, originally operated by the United States Bureau of Reclamation and later transferred to the Pershing County Water Conservation District (PCWCD). Over the years, J-U-B has played a key role in significant modifications and modernization efforts at the dam, which holds 76,000 acre-feet of water.

Penstock Replacement and Engineering Design

In 2014, the penstock for the hydroelectric power plant failed, prompting J-U-B/DEC to lead the full engineering design and construction management for the replacement. This complex project included preliminary feasibility studies, design, and permitting with dam safety authorities. The replacement involved installing two 48-inch (4-foot) diameter steel penstocks inside the dam, modernizing the early reclamation dam’s outlet works. J-U-B/DEC also contributed to the Emergency Action Plan (EAP) team, ensuring safety and compliance throughout the process.

Hydroelectric Modifications and FERC Decommissioning

Additionally, J-U-B worked with the Federal Energy Regulatory Commission (FERC) on various hydroelectric modifications and ultimately assisted in decommissioning the dam from FERC oversight. These efforts have contributed to the long-term functionality, efficiency, and safety of Rye Patch Dam.
