Shared Stewardship – Utah Division of Forestry, Fire & State Lands

Defining Success for Shared Stewardship in Utah

The State of Utah Division of Forestry Fire and State Lands in partnership with the US Forest Service, and the Governor’s Public Lands Policy Coordinating Office (PLPCO) convened representatives from each agency to identify outcome-based success measures and annual reporting requirements for the Shared Stewardship agreement established in May 2019.

The Langdon Group worked with the Shared Stewardship Planning team and agency leaders to engage partner agency representatives including Forest Service Supervisors, Forest Service Regional leadership, State Forestry Area Managers, and wildfire management officials to jointly develop measures for success. The process included conducting interviews with key agency staff to gather input on how success tied directly to the specific commitments included in the Shared Stewardship agreement that could define success.  Key takeaways from the assessment informed the design of a one-day workshop to ensure expertise of the group was directed in a productive and meaningful way in developing short-term and long-term outcome-based success measures. Sub-groups were formed to further refine measures and group input established a Key Performance Indicators (KPIs) framework to articulate the vision for the agreement while accommodating the uncertainty of implementing a new partnership.  KPI’s were categorized by core elements of the agreement including Improving Forest Conditions, Process, and Relationships.

The Langdon Group and the Shared Stewardship Planning Team collected and refined the group work to inform a final workshop with participants. The culminating document provided a process summary and KPIs that would guide internal and external efforts to implement Shared Stewardship in Utah.
