Master Planning for Long-Term Compliance and Growth

In 2020, J-U-B partnered with Stantec to complete a Wastewater Treatment Facilities Master Plan for Spanish Fork and Mapleton Cities. The Master Plan covered a 20-year planning period up to 2040 and provided a comprehensive, long-term strategy for complying with pending nutrient regulations, accommodating growth in the region, and addressing aging infrastructure needs.

Evaluating Alternatives and Selecting a Greenfield Site

A wide range of alternatives were considered in the Master Plan both for retrofitting the existing facility and constructing a new facility on a greenfield site. The City chose to move forward with the recommended alternative of constructing a greenfield Membrane Bioreactor (MBR) facility.

Phased Construction and Site Preparation

The design and construction of the new Spanish Fork Water Reclamation Facility were completed in phases. Extensive soil improvements were designed first and implemented on site to provide adequate structural support, limit settlement, and address seismic concerns. The early improvements design package also included offsite civil improvements, including new 60” piping to convey influent and effluent flows to and from the new treatment facility. Solids handling improvements including new screw presses and a solids holding tank retrofit were also completed in advance of the greenfield site construction.

Collaborative MBR Facility Design and Future Expansion

Finally, the design for the new MBR plant commenced and was a collaborative team effort between J-U-B and its subconsultant, Stantec. J-U-B took the lead on design for the headworks, UV disinfection, reaeration, plant water system, civil and yard piping, structural engineering, and overall project management. The facility is initially designed with a capacity of 6.7 MGD Annual Average Daily Flow (AADF), to serve the City until 2040. Construction for the WRF spanned from 2022–2025, with the plant start-up completed in the summer of 2025. Future facility expansion is planned and a buildout flow of 10.7 MGD AADF has been established as a future capacity target.

Ongoing Engineering Support for Spanish Fork

J-U-B has also provided additional engineering services to Spanish Fork City regarding their pretreatment program, UPDES permit negotiations, and collection system rehabilitation projects.
